Aim of the Project

The MOBUILDING project adopts a strategic and systemic approach to enhance the mobility of apprentices in the building sector across Europe. Recognising the critical role of work-based learning in addressing skills mismatches and supporting youth employability, the project aims to tackle the multiple structural, institutional, and personal barriers that hinder cross-border mobility of apprentices.

At its core, MOBUILDING seeks to remove existing obstacles by developing innovative tools, networks, and support mechanisms that strengthen the capacity of both sending and hosting organisations. Through coordinated efforts and inclusive methodologies, the project intends to:

  • Analyse and address the main barriers to mobility in the building sector;

  • Design a concrete Action Plan to foster mobility pathways;

  • Develop a European Platform offering digital tools, recognition services, and networking opportunities for VET providers, companies, and apprentices;

  • Provide a training programme to build the capacity of mobility managers and organisations;

  • Pilot these solutions through real-world mobility experiences involving 100 apprentices and 40 organisations;

  • Establish a quality assurance protocol grounded in European standards (EQAVET, ISO 21001);

  • Deliver policy tools to support systemic change;

  • Ensure long-term impact and scalability through a mainstreaming and replication strategy.

By combining research, innovation, and practical implementation, MOBUILDING contributes to a more inclusive, digital, and green European VET ecosystem, where apprenticeship mobility becomes a realistic and accessible opportunity for all.

Project Activities

1.Inquiry into Apprentices’ Mobility Barriers:
A research-based analysis identifying structural, institutional, and personal obstacles to mobility, using case studies, interviews, and fieldwork across partner countries.

2.Action Plan to Foster Apprenticeship Mobility:
A strategic framework that addresses identified barriers and proposes concrete measures to enhance mobility in the building sector.

3.MOBUILDING European Platform for Apprenticeship Mobility:
A comprehensive digital hub offering:

● Tools and services for VET providers, companies, and apprentices
● Networking spaces

● Mobility management tools

● Recognition services

4.Training Programme on Effective Management of Apprenticeship Mobility:
An online training package for VET providers and companies, covering key stages of mobility implementation, aligned with digital, green, and inclusive transitions.

5.Pilot Mobility Programme – MOBUILDING Europe:
A real-world pilot initiative involving:

● 100 apprentices

● 40 organisations
To validate tools and foster structured, high-quality mobility pathways.

6.Quality Assurance Protocol for Apprenticeship Mobility:
A practical protocol for organisations based on EQAVET and ISO 21001, ensuring:
● Effectiveness

● Transparency

● Quality of mobility experiences

7.Policy Toolbox for Apprenticeship Mobility in the Building Sector:
A set of evidence-based policy recommendations and tools for decision-makers to support sustainable and inclusive apprenticeship mobility.
